The procedure for reissuing a temporary residence card for foreigners in Vietnam is an important legal procedure when the temporary residence card is lost or there is a change in the passport. So what are the conditions, documents, and procedures for reissuing a temporary residence card according to the latest regulations? What are the things to note?

1. Cases requiring re-issuance of temporary residence card

1.1 Lost Temporary Residence Card

Losing a temporary residence card is one of the most common reasons why foreigners need to re-apply for a card. The loss of the card can happen for many reasons, such as dropping it, theft, or damage.

1.2 Damaged Temporary Residence Card

Temporary residence cards may be damaged due to long-term use or due to some objective factors such as being torn, wet or other physical damage. In this case, the cardholder needs to re-apply for a new card to ensure his/her rights.

1.3 Changes to Personal Information

In addition to losing or damaging the card, foreigners also need to reissue a temporary residence card when there is a change in personal information such as name, residential address or information about the sponsoring company.

2. Conditions for re-issuing temporary residence cards for foreigners

To be reissued a temporary residence card, foreigners need to meet a number of conditions in each specific case:

  • Passport must be valid for at least 13 months.

  • The foreign worker's work permit or work permit exemption certificate must be valid for at least 12 months. If it is less than 12 months, the foreign worker must apply for a visa.

  • People who lose or damage their temporary residence card must have a written explanation clearly stating the reason for the loss or damage, and submit it with the application for reissuance of a temporary residence card for foreigners.

3. Application for re-issuance of temporary residence card for foreigners

Application for re-issuance of temporary residence card for foreigners in Vietnam includes the following documents:

  • Application form for temporary residence card according to the prescribed form (choose the appropriate form for each case);

  • Application for temporary residence card (NA7) or Official letter requesting temporary residence card (NA6) (depending on the case of a sponsoring company or a Vietnamese citizen sponsoring a family visit);

  • Original Passport/Visa;

  • Temporary residence registration certificate certified by the commune or ward police

  • 02 3×4 photos;

  • 01 certified copy of documents proving the purpose of staying in Vietnam (work permit, investment registration certificate, marriage certificate in case of husband and wife, declaration form or other documents that can replace birth certificate in case of children, etc.);

  • Official dispatch explaining the reason for re-issuing the card or a lost report from the sponsoring agency or organization.

Note: Some components of the application must be consular legalized and translated into Vietnamese (for example, in the case of visiting relatives, it is necessary to consularize the family relationship certificate (birth certificate, marriage certificate, etc.) except in cases of exemption according to legal regulations).

1. Procedures for re-issuing temporary residence cards for foreigners

Step 1: Prepare complete application documents for re-issuance of temporary residence card for foreigners

Depending on each specific case of reissuing a temporary residence card for foreigners , the application components and forms will be different. You need to prepare carefully to ensure that the application is approved.

Step 2: Submit application to competent authority

Organizations, enterprises and individuals inviting or sponsoring foreigners must submit applications for reissuance of temporary residence cards for foreigners to the Immigration Department - Ministry of Public Security or the Immigration Department of the provincial or municipal police where the foreigner works at one of the following addresses:

  • 46 Tran Phu, Ba Dinh, Hanoi.

  • 254 Nguyen Trai, District 1, HCMC.

  • 7 Tran Quy Cap, Da Nang City

In addition, the Immigration Department of the provincial/municipal police can also issue temporary residence cards to foreigners.

  • If the application is complete and valid: the officer will receive the application, print and give a receipt, and set a date to return the results.

  • In case the application is invalid: the receiving officer will guide the applicant to supplement and adjust the application.

Step 3: Get results

Within 05 working days, the Immigration Department will review and resolve the temporary residence card issuance for foreigners. If there is a result, the recipient will pay the fee, then sign and receive the new temporary residence card issued to the foreigner.

 

2. Fee for reissuing temporary residence card for foreigners

The cost of re-issuing a temporary residence card for foreigners is the same as the cost of applying for a temporary residence card for the first time:

  • Card valid for no more than 02 years: 145 USD/card ~ 3,500,000 VND

  • Cards valid from 02 years to 05 years: 155 USD ~ 3,800,000 VND

  • Cards valid from 5 years to 10 years: 165 USD ~ 4,100,000 VND

3. Notes when re-applying for temporary residence card

  • Passport must be valid for at least 13 months.

  • For foreign workers, the work permit or work permit exemption certificate must be valid for at least 12 months (In case the work permit or work permit exemption certificate is not valid for 12 months, it must be converted to a visa).

  • Foreign investors can apply for a new temporary residence card with a validity period equal to or longer than the validity period of the old card, but not exceeding 05 years as prescribed by law.

  • For those with spouses or children with Vietnamese mothers, they can apply for a new temporary residence card with a validity period equivalent to the old temporary residence card or can apply for a longer validity period but not exceeding 05 years as prescribed.
