Cosmetic declaration or registration for circulation of imported cosmetics is the process of carrying out procedures according to regulations to assess the legality of the registration application and the scientific nature, practicality, and accuracy of the rapid test kit. Based on that assessment, the competent authority will decide whether or not to allow the circulation of imported cosmetics by issuing a certificate of registration for circulation.

Cosmetic product declaration in Vietnam is one of the important and mandatory steps that every business must carry out before circulating cosmetics on the market, including domestic or imported products. Regarding imported cosmetics alone, it is a vibrant and competitive market, accounting for 90% of the country's cosmetics market share. 

Recognizing the advantages and wanting to create favorable conditions for cosmetic importers, the government has allowed the announcement of imported cosmetics online on the National Single Window Portal instead of having to go to the Drug Administration - Ministry of Health as before. This change is meaningful for businesses, the government and consumers.

Businesses only need to declare the cosmetic declaration number when declaring electronic customs (instead of presenting the Cosmetic Declaration Form as before) to be able to release cosmetics into Vietnam.

Depending on the type of domestically produced cosmetics or imported cosmetics, businesses will need to prepare documents and submit them at different places.

Profile, documents for declaration of imported cosmetic products

For imported cosmetic products, businesses need to prepare complete documents in soft copy with full digital signature as follows:

  • Cosmetic product declaration form (according to form).
  • Business registration certificate, including cosmetics trading business.
  • Authorization letter from the manufacturer or distributor issued to the Vietnamese importer has been legalized by the Vietnamese consulate in the host country.
  • Certificate of Free Circulation issued by the local Cosmetics authority to the manufacturer, legalized by the Vietnamese consulate in the local country.
  • The list of imported cosmetic ingredients (showing percentages) has clear explanations about prohibited substances, restricted substance content, product uses, etc.
  • Digital signature: Register for publication on the national one-stop information portal
  • Product image or main label (if available). 

Application submission form: Submit at the website https://vnsw.gov.vn/ (National Single Window Portal) according to the regulations and procedures instructed on the website. 

Procedures for declaring imported cosmetics online 

Online application process for cosmetic circulation registration number

  1. Log in to your business/individual account on the website https://vnsw.gov.vn/ and proceed in the following order: select the Menu tab/ Categories/ CA Categories/ Add new CA/ Declare cosmetics/ Create new profile.

  2. Create a cosmetic information profile that needs to be registered, now just upload the previously prepared soft copy profile and save it. Instructions for implementation:

In the Create new profile section, click “Select file”, select “Select document name” and press the “Add” button to upload documents, then select “Save” and close the tab.

  1. Add previously created digital signature.

  2. Send your application.

  3. Pay the cosmetic declaration fee when the application has been received.

  4. Receive processing results from the Drug Administration according to the announcement on the website.

Validity of imported cosmetic declaration number

Article 10, Circular 06/2011/TT-BYT stipulates that the validity of the receipt number of the Imported Cosmetics Declaration Form is 05 years. Therefore, each product after being granted a declaration number must be re-registered after 05 years from the date of issuance.

Cosmetic declaration fee

Circular 06/2011/TT-BYT also stipulates that the fee for declaring imported cosmetics is 500,000 VND/product. The total specific cost depends on the number of products that need to be declared each time and other costs if the business seeks support from an external legal office.
