Food additive quality declaration process

Additive products declared according to food safety regulations

Domestic products: according to the provisions of the Food Safety Law and its implementation guidelines, additive product lines that do not meet Vietnamese standards are subject to the procedure for declaring compliance with food safety regulations. When the results are available, the enterprise will receive a confirmation of product conformity from the Department of Food Safety and Hygiene.

Imported products: Conforming products are products that meet Vietnamese technical standards. Enterprises will continue to apply for a conformity acceptance number at the Department of Food Safety and Hygiene.

Legal documents needed to declare food quality

• Branch operating license or business registration certificate stating the food additives business line.

• Certificate of free sale of food additives: Specify the name of the manufacturing unit, manufacturing address and the name of the additive to be declared. The certificate of free sale of the product must be issued by the competent state agency in the country to the manufacturer.

• Digital signature of the enterprise and the account for submitting the declaration dossier to the Department of Food Safety and Hygiene. (For cases where the enterprise has registered)

• HACCP or ISO 22000 certificate

• Certificate of analysis of the composition of additives

Product testing

During the product testing process, businesses need to ensure that they meet the standards of the additives that will be announced according to the state regulations. If the test falls short of the standards, the unit that receives the product testing will issue a document requesting additional information. This process takes a lot of time and money, so businesses need to be accurate and complete from the beginning.

Drafting food conformity declaration dossier

The dossier for declaring the quality of food additives includes:

• Product information sheet

• Declaration of conformity

• Main product label

• Product sub-label

• Product quality control plan

• Product periodic follow-up plan

• Conformity assessment report

In which, the product details and food conformity declaration must be declared directly on the system of file items. As for the remaining documents, the representative will sign, stamp and scan them in Photo or PDF format to attach to the file when submitting.

Submit application and receive results

After completing the business profile, check the sections for selecting the profile stream and product group. Remember that the profile stream that the business chooses will be the stream for declaring compliance. The profile after declaration will be sent to the Department of Food Safety and Hygiene. The Department will return the results of the compliant profile to the business account. The non-compliant profile will have an official dispatch requesting amendments and supplements.
